The Organisation

The Northern Island Stevedoring Company Limited (NISCOL) Port Services is a Limited Company owned by the following shareholders: SANMA Province (30%), MALAMPA Province (20%), PENAMA Province (20%), TORBA Province (10%), Luganville Municipal Council (10%) and the Vanuatu Government (10%).


The company operates all stevedoring and transportation of international cargoes at Luganville in Santo, Republic of Vanuatu.

The Position

The Operations Manager is the corporate executive who oversees the day-to-day ongoing business operations of NISCOL and will be working closely with the CEO as a company leader ensuring a cohesive linkage between operations and executive and focusing on the long-term interests of the business.


The Operations Manager reports to the CEO and serves as an integral member of the management leadership team. They will be responsible for the development of NISCOL’s operations management strategy and contribute to the development and successful implementation of the organization’s strategic goals.

Essential Selection Criteria

► Recognised tertiary qualifications in operational management disciplines and/or related field with very strong organizational and change management experience and skills. Post graduate qualification preferable.

► Certified trainer with skills, knowledge and experience to carry out ongoing workplace training and competency assessments.

► Minimum 10 years relevant experience and exposure in maritime trade and/or stevedore or similar organization.

► Experience in corporate governance and a hands-on approach to implementing processes, systems and procedures.

► Energetic, flexible, collaborative, proactive, a strategic thinker and team leader who can positively and productively impact strategic, analytical and tactical management initiatives.

► Exceptional written, oral, interpersonal, and presentation skills and the ability to effectively interface with senior management, NISCOL’s board of directors, and staff

► Leadership skills, including the ability to participate in developing and setting strategic objectives and directions, establish priorities, assign accountabilities and direct the implementation of NISCOL’s strategic vision, goals and objectives.

► Analytical skills, with the ability to contribute meaningfully to develop NISCOL’s strategic plan and lead the implementation of the strategies through a transparent, accountable, effective and efficient management of the organization.

► Business management, including the ability to ensure that staff are well informed on all critical matters affecting the operations of the Company and that NISCOL is adhering to the strategic plan and delivering status reports to the CEO and the Board.

Interpersonal skills, including building relationships, change management, promoting a culture of high performance, promote continuous improvement, and a commitment to safety and quality.

Exceptional written, oral, interpersonal, and presentation skills and the ability to effectively interface with shareholder representatives, board of directors, employees, business houses and all other stakeholders.

Strong corporate governance background, including the ability to contribute to promoting and implementing a healthy corporate culture for good governance at all levels within NISCOL.
