The Organisation
The Vanuatu Australia Infrastructure for Development (VAI4D) program is a five-year (2024-2029) investment funded by the Government of Australia through the Department of Foreign Affairs and Trade (DFAT). VAI4D supports the Government of Vanuatu’s Ministry of Infrastructure and Public Utilities (MIPU) to achieve sustainable and well-maintained infrastructure and services for all, through inclusive and effective partnerships. VAI4D continues Australia’s assistance to MIPU/PWD to effectively and efficiently managed Vanuatu’s public roads network while expanding support for strengthening the capacity of MIPU to deliver infrastructure projects in civil aviation, ports and marine, and public buildings.
VAI4D also mainstreams and spotlights cross-cutting areas, including gender equity, disability and social inclusion (GEDSI), climate change & disaster risk resilience, social and environmental safeguards, localisation, and asset management through the identification, planning, design, implementation, and monitoring of projects.
The Position
The Monitoring, Evaluation and Learning Coordinator will support the MEL Adviser to operationalise the VAI4D’s MEL Framework and MEL plan with outreach data and information collection activities. The Coordinator will collaborate with the MEL Adviser and the VAI4D MEL Officer to support the VAI4D team in delivering the Plan, Delivery, Learn approach to development to ensure evidence utilisation and continual adaptation. The MEL Coordinator will also support the VAI4D team to produce high quality reflection and reporting outputs.
Essential Selection Criteria
► Tertiary qualifications in research, social development/international development, monitoring and evaluation or equivalent demonstrated experience.
► At least 5 years’ relevant MEL work experience, preferably on DFAT funded projects in the Pacific. Experience on transportation infrastructure is advantageous.
► Understanding of contemporary MEL strategies and systems with demonstrated experience in establishing and implementing MEL frameworks.
► Experience in developing and using social development qualitative data tools and data collection in Vanuatu or the Pacific that demonstrates your ability to work with diverse organisations and communities.
► Strong English communication skills, both verbal and written.
Desirable Selection Criteria
► Demonstrated experience in delivering MEL activities and reports consistent with DFAT standards.
► Understanding of the social, cultural, political and institutional factors affecting development in Vanuatu.
► Excellent interpersonal, communication, organisational and cross-cultural skills, including the ability to convey MEL concepts clearly and to understand and meet the needs of a range of stakeholders.
► Commitment to inclusive development and safeguarding standards within a MEL context.
