The Organisation

The Vanuatu Australia Health Partnership (VAHP) represents a 15-year bilateral investment from the Australian Government to support Vanuatu’s Ministry of Health (MoH) to deliver the health components of the National Sustainable Development Plan 2016–2030.

VAHP’s end of program outcomes include:

Ministry of Health corporate services, public health and clinic services staff increase delivery of equitable, accessible and better-quality essential health services.

Ministry of Health senior staff lead continuous improvement and strengthened accountability of the Vanuatu health sector.

VAHP has 4 components – Corporate Services, Public Health Priorities, Provincial Focus and Workforce Development. This role will support the Public Health and Provincial Focus components. The VAHP design is to support the MoH Public Health Department to identify, plan and budget for public health priorities. On behalf of DFAT VAHP provides grant financing and technical assistance to support the MOH to implement their plans, and work with other development partners to coordinate assistance and implementation through the MOH planning process.

The Position

The Human Resource (HR) and Security Officer plays a pivotal role in supporting the operational effectiveness and safety of the Vanuatu Australia Health Partnership (VAHP) office and its staff. This position is integral to ensuring that VAHP recruits, develops, and retains high-calibre staff while maintaining a secure and safe working environment.

The HR aspect of the role focuses on managing the entire employee lifecycle, from recruitment, induction, and performance management to exit interviews. It also includes ensuring that cross-cutting issues such as gender equality, child protection, and workplace safety are integrated into all HR practices.

The Security dimension requires the Officer to oversee the implementation of security policies, conduct risk assessments, provide security briefings, and ensure the readiness of the VAHP team to respond to security incidents. This role requires a dynamic, proactive individual capable of navigating complex HR and security landscapes.

The HR and Security Officer will work closely with VAHP's leadership team, local and international staff, and external partners to support the program's health initiatives. This position is crucial for fostering a culture of inclusivity, professionalism, and safety, directly contributing to the program's success and the well-being of its team members.

Essential Selection Criteria

► Tertiary qualification or equivalent experience in HR and/or Security

► Familiarity with HR procedures, policies, and best practices.

► Strong organisational and multitasking skills, with the ability to prioritise and meet deadlines.

► Excellent attention to detail and accuracy in work.

► Proficient in using MS Office (Word, Excel, PowerPoint) and other relevant software applications.

► Strong verbal and written communication skills.

► Ability to handle sensitive and confidential information with integrity.

► Good interpersonal skills and the ability to work collaboratively in a team environment.


Desirable Selection Criteria

► Experience on DFAT-funded programs desirable but not essential.
