The Organisation

The Vanuatu Australia Health Partnership (VAHP) represents a 15-year bilateral investment from the Australian Government to support Vanuatu’s Ministry of Health (MoH) to deliver the health components of the National Sustainable Development Plan 2016–2030.

VAHP’s end of program outcomes include:

Ministry of Health corporate services, public health and clinic services staff increase delivery of equitable, accessible and better-quality essential health services.

Ministry of Health senior staff lead continuous improvement and strengthened accountability of the Vanuatu health sector.


VAHP has 4 components – Corporate Services, Public Health Priorities, Provincial Focus and Workforce Development. This role will support the Public Health and Provincial Focus components. The VAHP design is to support the MoH Public Health Department to identify, plan and budget for public health priorities. On behalf of DFAT VAHP provides grant financing and technical assistance to support the MOH to implement their plans, and work with other development partners to coordinate assistance and implementation through the MOH planning process.

The Position

Thinking and working politically, the Strategic Provincial Coordinator will facilitate the bottom-up strategy, working with stakeholders at all levels to develop a shared understanding and ownership of health system issues and solutions and foster common understanding of what the decentralisation of health services looks like. The position will support evidence informed planning and budgeting toward resolution of system challenges, such as workforce capacity and Health Information Systems, that represent significant roadblocks to progressing universal health care within Provinces. The position will support the work of the VAHP Provincial Team members in Sanma and Shefa provinces to engage with MoH Executive in progressing solutions to bottlenecks. Supporting the implementation to the Tasmulum PHC pilot will be a critical outcome of the role.

Essential Selection Criteria

► A tertiary qualification in a relevant field such as management, social development, public health.

► Experience working with senior levels of the public service in Vanuatu.

► High-level interpersonal skills, with an excellent ability to develop and foster relationships for joint effort and collective action.

► Demonstrated ability to lead and work effectively with others and facilitate/negotiate effective solutions in complex settings.

► Demonstrated strategic thinking and project management skills, with an ability to support stakeholders contribute effectively as members of a team to achieve a common goal.

► Demonstrated ability to work sensitively in a complex socio-political operating environment, with an ability to maintain neutrality and build diverse and broad-based coalitions for positive change.

► Demonstrated experience in planning, budgeting, and financial management.

Desirable Selection Criteria

► Experience with financial reporting and the Vanuatu Government financial management information system (Smartstream) is desirable but not necessary.
