The Organisation

The Vanuatu Australia Infrastructure for Development (VAI4D) program is a five-year (2024-2029) investment funded by the Government of Australia through the Department of Foreign Affairs and Trade (DFAT). VAI4D supports the Government of Vanuatu’s Ministry of Infrastructure and Public Utilities (MIPU) to achieve sustainable and well-maintained infrastructure and services for all, through inclusive and effective partnerships. VAI4D continues Australia’s assistance to MIPU/PWD to effectively and efficiently managed Vanuatu’s public roads network while expanding support for strengthening the capacity of MIPU to deliver infrastructure projects in civil aviation, ports and marine, and public buildings.


The Position

The VAI4D Financial Management Officer will support the Financial Management Adviser in delivering the financial requirements of VAI4D and Public Financial Management and capacity building support for MIPU/PWD. This position is primarily responsible for supporting the program’s accounts payable, finance systems entry, and petty cash management. The Financial Management Officer role is a locally designated full-time position in Port Vila.


Under the supervision of the Financial Management Adviser, lead the planning of program finances and ensure availability of funds to support operations, prepare cash-flow forecasts and program fund requests.

  • Support the VAI4D financial management functions including accounts payable duties and review/verification of invoices for correct authorisation, administration of petty cash, payroll processing, recording data in the program financial system, organising payments based on appropriate supporting documentation, and financial reporting.

  • Provide support on financial reporting to Program Manager, maintaining accurate financial records in accordance with the program budget and update the budget against actual expenditures.

  • Implement fiduciary management of all partnerships and ensure adherence to DFAT and Vanuatu regulations and alignment with global best practice. Support third party due diligence and oversee third party disbursements.

  • Other tasks as requested by Financial Management Adviser, Team Leader or Program Manager.


Management of Direct Funding Arrangement

  • Review all DFA financial transactions.

  • Prepare and provide the DFA financial statements during the reporting period and audits.

  • Transition all support provided to the finance operations of MIPU/PWD to effectively manage, control, account for and report on their financial resources and assets

  • Report on the capacity of organisation and on individual staff abilities to carry out the DFA fund-management and transaction accounting activities.

  • Provide support and diagnostic rating on the oversight of all finance related activities involving the use of the program funding as required in the Direct Funding Arrangement.

Essential Selection Criteria

► A relevant university degree or diploma in accounting or finance with demonstrated experience in a similar role/s.

► More than three years’ experience in finance and accounting for businesses, government and/or donor-funded programs.

► Demonstrated capacity to work collegially with counterparts and staff from a range of backgrounds.

► Excellent organisational skills and competence/integrity in maintaining office records.

► Strong working knowledge of MS Office programs.

► Experience of the public sector in Vanuatu.
