The Organisation

The Vanuatu Skills Partnership is supporting reform of the national skills system so that it better links skills training to economic outcomes within a quality assured framework, in line with the de-centralisation agenda of the Government of Vanuatu (GoV). It has a dual focus on stimulating the development of ni-Vanuatu entrepreneurship in environmentally sustainable ways, as well as creating pathways for further formal training and employment opportunities. In the context of the compound crisis of COVID-19 and Tropical Cyclone (TC) Harold, the Partnership is now also functioning as a key service delivery recovery mechanism for the GoV in the rural areas.


The Position

The Training Provider Support Adviser, the Manager – TPS/SfI will work to improve the delivery of contextually appropriate skills development in line with national priorities and market demand. A particular focus will be on supporting the development and delivery of nationally accredited training qualifications through the provincial Skills Centres in the infrastructure sector (plumbing and construction) in addition to skills training in other in-demand sectors such as agriculture, engineering and tourism.


Essential Selection Criteria

► University graduate/Relevant qualifications.

► Proven experience working with Post School Education and Training (PSET) providers in the Vanuatu context

► Proven experience working in skills training in key productive sectors, including construction and plumbing

► Strong networks and relationships within the productive sectors and training providers in Vanuatu.

► Experience in the preparation of technical and budgetary reports for donors/counterpart governments, with excellent budget management skills

► Excellent relational and negotiation skills, with the ability to navigate sensitively complex political contexts and commitment to the Partnership’s core values.
