The Organisation

The mission of the Pacific Aviation Safety Office (PASO) is to establish a collaborative and regionally based aviation safety and security oversight programme for the benefit of stakeholders and the region. In pursuing this mission, PASO has committed itself “to provide for continuous improvement in the quality of aviation safety and security oversight services to comply with international standards, required under the PICASST and ICAO Conventions’’

The Position

The Head of IT is to provide specialist advisory and technical services primarily relating to information technology (IT) systems, databases, networks, software, hardware and cloud-based applications and equipment to support the evolution of PASO and delivery of remote access solutions as part of service delivery to PASO Member States. The role will also provide technical support in the peer review and assessment of deliverables on behalf of PASO, pass on experience and knowledge to PASO staff and support implementation on an as needed basis.

This role is accountable for the provision of all Information Technology networks, platforms and systems and for ensuring all Information Technology activities meet specific performance targets including such areas as security, availability, and disaster recovery, and are efficient, effective, and customer focused. The role also manages the performance of the outsourced technical company who deliver all the technical requirements for PASO.

They will ensure all staff have a clear understanding about how information and technology is used and managed safely and effectively within PASO.

Essential Selection Criteria

► Possesses a tertiary qualification in Information Management and/or Business Management

► Minimum of seven (7) years professional experience in a similar capacity

► Proven experience in the development and implementation of IT systems, cloud networks, data security, software, and hardware solutions into organizations with diverse stakeholders and tight timelines.

► Demonstrated ability to work independently with initiative and at high quality levels, as well as demonstrated ability to working in small teams.

► Strong analytical and strategic thinking skills and a demonstrated ability to work with small teams of people acting in both supporting and leadership roles.

► Excellent verbal, written and presentation communication skills in English, networking and coordination skills including high level report writing skills.

► Keeps abreast of trends and issues across the sector and related areas (both in Pacific and overseas), knows when and where to go and get knowledge and expertise.

► Has experience leading staff and contractors.

Desirable Selection Criteria

► Understands and can apply sound financial and contract management principles.

► Demonstrated work experience in small island developing states particularly in the Pacific Region.
