The Organisation
The Governance for Growth (GfG) program was established in 2007 as a partnership between the Governments of Australia and Vanuatu to support the Government of Vanuatu undertake economic and regulatory reform aimed at improving economic growth and service delivery. Over almost 18 years, GfG has supported the Government of Vanuatu to address critical structural constraints in the economy, transform institutional structures and drive a focus on service delivery.
During the fourth phase of the program, GfG will continue to be co-located with the Department of Strategic Planning, Policy and Aid Coordination (DSPPAC) within MPM. GfG will continue to work with GoV systems and processes to support transformational change and achievement of the goals of the National Strategic Development Plan (NSDP). GfG will work under the direction of the Governance for Growth Board, including the Director Generals of Ministry of Prime Minister (MPM), Ministry of Finance and Economic Management (MFEM) and Ministry of Internal Affairs (MIA) and the Director GfG.
The Position
The Manager - Policy and Strategy position is an important member of the GfG management team, along with the Manager - Operations and Strategy and the Director GfG.
The Manager - Policy and Strategy leads GfG’s policy unit, including the direct management of three (3) Policy Coordinators. The Manager – Policy and Strategy will manage, mentor and support the Policy Coordinators and provide strategic oversight across GfG’s policy portfolio. They will represent GfG at senior levels within government, in particular with MPM, MFEM and MIA. They will also report on progress and on performance and deliverables for the policy team.
Essential Selection Criteria
► At least a graduate degree in economics, public policy, development studies, political science, international relations or a relevant field.
► At least 5-years' experience working in public policy and/or program management.
► Strong understanding of Vanuatu’s economic and political context.
► Strong analytical and reporting skills.
► Critical and strategic thinking skills and ability to take initiative.
► Management experience and ability to effectively manage and mentor staff.
► Good interpersonal skills, with ability to communicate clearly and effectively. ► A high degree of discretion with sense of responsibility in dealing with confidential matters.
► Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes. ► Ability to multi-task and achieve multiple priorities, including planning, organising, prioritising, and paying close attention to details
► Experience using Microsoft Office software, particularly Excel spreadsheets and Word.
► A valid driver’s license for motor vehicle.
Desirable Selection Criteria
► Excellent communication and writing skills.
► Knowledge of / experience with DFAT and/or other donor funding rules and regulations, financial reporting, and disclosure requirements.
► Knowledge of / experience working with GoV departments and related regulations, policies and financial regulations.
