The Organisation

The Telecommunications Radiocommunications and Broadcasting Regulator (TRBR) is an autonomous statutory body independent of the government, mandated by the Telecommunications, Radiocommunications, and Broadcasting Regulations Act 30 of 2009 (as amended). TRBR plays a pivotal role in regulating telecommunications, radiocommunications, and broadcasting services in Vanuatu. Reporting directly to the Minister responsible for telecommunications and broadcasting, the Regulator offers guidance on policy, regulations, and related matters.

The Position

The Consumer Affairs Officer (CAO) is responsible for overseeing and coordinating regulatory activities with a consumer-centric focus in the Telecommunications/ICT sector. The CAO will play a crucial role in ensuring compliance with the Telecommunications, Radiocommunications, and Broadcasting Regulation Act No. 30 of 2009, as amended.

The Consumer Affairs Officer will also provide support in resolving disputes between operators and consumers, coordinate TRBR projects related to consumer relations and protection, and oversee the implementation of Consumer and Advertising Guidelines and Consumer Protection Regulation.

Essential Selection Criteria

► A Degree in a relevant discipline, and 3 or more years of relevant Telecoms and ICT experience; or an equivalent combination of qualifications and experience.

► A sound understanding of ICT/telecom’s technologies and, particularly, how they relate to and are used by consumers in Vanuatu.

► Demonstrated knowledge and understanding of telecommunications and ICT issues in the Pacific - and ideally Vanuatu.

► Strong demonstrative experience, knowledge, and skills on consumer issues, particularly from a consumer protection, enforcement and compliance perspective.

► Sound project coordination and management skills.

► Proven ability to lead communication and PR programs.

► Experience in commercial roles and an understanding of the marketing and communications instruments.

► Excellent written and oral communication skills in English. French and Bislama highly desirable.

► Sound computing competence in Word, Excel, PowerPoint, Ms Project.
