Program Background
Pacific Australia Skills is a significant Australian investment which stands to make a major contribution to supporting social and economic growth in the region through strengthening the skills and training sector across the Pacific and Timor-Leste. Pacific Australia Skills builds on the achievements of 17 years of Australian Government support for skills and training in the Pacific.
The Position
The Skills Adviser will provide dedicated, in-country support to the Vanuatu Institute of Technology (VIT), a national post-school training provider, in leveraging digital innovation for enhanced teaching and learning outcomes. The Adviser will guide VIT’s trainers and management in the effective adoption and use of its Learning Management System (LMS) — VIT Online Portal (VITOP), powered by Cypher Learning and support integration of recognition of prior learning — to facilitate quality, flexible, and learner-centered delivery.
The Adviser will also work with the VIT leadership to strengthen digital capability across the institution and embed sustainable approaches to technology-enabled education.
Essential Selection Criteria
► Proven experience supporting LMS implementation (preferably with Cypher Learning, Moodle, Canvas, or similar) within a TVET or higher education setting.
► Demonstrated ability to build digital literacy and online teaching capacity among trainers and education managers.
► Experience in RPL, blended and online learning design, including development of digital content and interactive assessments.
► Familiarity with change management and strategies for scaling innovation in resource-constrained environments.
► Strong understanding of quality assurance frameworks for technology-enabled learning in the Pacific or similar contexts.
► Commitment to GEDSI, child protection, safeguarding, and DFAT compliance policies.
