The Organisation

Pacific Aviation Safety Office (PASO) is committed to to provide continuous improvement in the quality of aviation safety and security oversight services to comply with international standards, required under the ICAO Conventions. Our headquarters are based in Port Vila, Vanuatu and PASO Member States include Cook Islands, Kiribati, Nauru, Niue, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu. We also have a strong relationship with Australia, Fiji, and New Zealand who serve on the PASO Council as well.


The Position

The Policy Advisor reports to the Safety and Security Improvement Team Leader (SS Team Leader) to ensure that the PASO members are well supported in terms of improving their Aviation Policy so that it is fit for purpose.


The role will work in the depths of the International Civil Aviation Organisation (ICAO)’s documentation to support our Members improve and maintain safety compliance throughout the Pacific basin.


The successful applicant will ideally possess a working knowledge of ICAO, or at least transport policy experience as well as working across the Pacific region. Thus working in and improving regulatory system design in a multinational context would be seen as advantageous.


Essential Selection Criteria

► A minimum of 5 years of experience working in the transport sector in a policy capacity.

► A policy qualification from a recognized learning institution or equivalent demonstrated experience.

► Sound understanding of the Pacific context and understands Pacific politics.

► Understands and can apply relevant legislation in decision-making.

► A proven record to produce high quality, fit-for purpose reporting for senior managers.


Desirable Selection Criteria

► Clear demonstrated experience (ideally, more than 5), of working knowledge of ICAO and their systems and including the Universal Safety Oversight Audit Program (USOAP).

► Experience in regulatory system design.
