 ● Contract fixed number of days, position open to All Applicants

 ● Based in Port Vila with travel to the islands


The Organisation

United Nations Sustainable Development Cooperation Framework – UNSDCF 2023-2027 is in place which is comprised of the Planet, People, Prosperity, and Peace pillars. The Pacific Multi Country Office (MCO) has developed the new Multi Country Programme Document (MCPD) for 2023-2027 to align with the UNSDCF and further articulates UNDP contribution to the Planet, Prosperity and Peace pillars. The new MCPD and UNSDCF are developed in full alignment with Agenda 2030 and SDGs. It was informed by the analysis and recommendations generated from the United Nation Pacific Strategy Evaluation, the results of independent evaluation of SRDP 2018-2022, and the insights generated from the recent Common Country Analysis.


The Position

UNDP MCO is seeking the services of a consultant to support the development of a Medium-sized Project (MSP) (1-Step) proposal for GEF 8 funding aligned with the UNSDCF and MCPD Planet pillar. In particular, it is looking for a consultant to develop a gender action plan, as well as a Social and Environmental Safeguards assessment and plan for a project proposal in Vanuatu to support delivering on national policy priorities focused on energy access, efficiency, and renewable energy.


Essential Selection Criteria

► Minimum Bachelor’s degree or higher in a relevant field development, Management, Climate Change, Energy or related fields.

► At least 5 years of work experience related to climate change mitigation, energy and/or social and environmental standards and impact assessment in an international development context

► Full proficiency in English both written and verbal including advanced ability to draft, review and edit the required project documentation. Knowledge of local languages is an asset.

► 5 years working on climate change mitigation in a SIDs, specifically Vanuatu. At least 5 years demonstrated experience of engaging national and local counterparts and in carrying out consultations, project stakeholders and partners

► Experience with developing Development work covering Social Safeguards and Analysis for GEF projects and experience working in the Pacific context and countries is a must


Desirable Selection Criteria

► Experience and knowledge of Governments

► Experience working with multi-sectoral stakeholders
