The Organisation
Link Personnel Services is a Vanuatu recruitment agency and also a local managing contractor for development programs in Vanuatu. It currently manages the Vanuatu Health Resource Mechanism (VHRM) in providing technical advisers in support of the Vanuatu Ministry of Health.
Vanuatu Health Tender 2019
The Australian Department of Foreign Affairs and Trade (DFAT) has released its Investment Design Document for the DFAT-funded Vanuatu Health Program which is expected to be tendered shortly. One of the components of the new Vanuatu Health Program is a provincial focus to provide support for improved planning and delivery of primary health care services in selected Provinces which are yet to be confirmed by the MOH.
The Position
In support of the first phase of the new DFAT-funded Vanuatu Heath Program, this role will provide facilitation support for planning, management and implementation of local solutions and advocacy to address critical constraints to service delivery, working collaboratively with the Provincial and National Ministry of Health (MOH) other health service delivery partners at the local level. Link Personnel Services intends to tender for the planned Health Program as is seeking expressions of interest to fill these key positions.
Essential Selection Criteria
► Graduate tertiary qualifications in public health, public sector management, health economics or management; and 5+ years of relevant professional experience.
► High-level interpersonal skills, including verbal and written communication, and an excellent ability to develop and maintain government and community relationships for joint effort.
► Demonstrated ability to lead and work effectively with others and facilitation and negotiation of effective solutions in complex settings.
► Demonstrated extensive experience in capacity development approaches and the ability to utilise a range of techniques to increase the confidence, skills and service delivery standards of peers, counterparts and partner agencies.
► Demonstrated ability to work sensitively in a complex cross-cultural operating environment, particularly in the Pacific.
Desirable Selection Criteria
► Demonstrated experience in planning, budgeting, financial management and risk management for health or related community programs.
► Relevant experience in public health or related community programs.
► Experience in the monitoring and review of community based and capacity building programs, particularly in participatory analysis processes.
