The Organisation
The Vanuatu Australia Policing and Justice Program (VAPJP) is a collaborative initiative between the Governments of Vanuatu and Australia, aimed at strengthening law enforcement and justice institutions to improve safety, security, and access to justice.
The Position
To lead and manage the VAPJP’s infrastructure delivery strategy in line with sectoral priorities and in collaboration with counterpart agencies; oversee the design and implementation of infrastructure initiatives; strengthen national and provincial government capabilities in infrastructure planning, project management, and asset sustainability; and ensure compliance with relevant standards and cross-cutting development principles.
The Manager will ensure that all duties are performed in compliance with VAPJP policies and procedures or other procedures (I.e. Government of Vanuatu) as approved by Program Management
Essential Selection Criteria
► Diploma or higher in Project Management, Civil Engineering, Construction Management, Architecture or a related field.
► At least 5 years of experience in project planning, development, or infrastructure project delivery, preferably in development programs or with international NGOs.
► Experience in mapping, asset condition assessments, or related planning tasks
► Experience in supporting governance frameworks and board submissions
► Familiarity with Project Management software, Microsoft Office and / or basic design/drawing software (e.g., AutoCAD, SketchUp)
► Strong interpersonal skills with ability to work with diverse stakeholders
► Able to contribute effectively as part of a multi-disciplinary team
► Good written and oral communication in English and Bislama
► Proactive and organised
► High level integrity
► Willingness to learn and adapt in dynamic environments
