● Airports Vanuatu Limited (AVL) is a State-Owned Enterprise responsible for the operation, management and development of Vanuatu's international airports located in Port Vila, Santo, and Tanna. AVL invites applicants from suitably qualified, skilled and experienced aviation professionals to fill the senior executive position of Group Head Vanuatu Terminal Services. This position reports to the Chief Executive Officer, Airports Vanuatu Limited.

The Organisation
Vanuatu Terminal Services Limited (VTS) is a subsidiary company of Airports Vanuatu Limited (AVL), a private company of AVL incorporated under the Vanuatu Companies Act (Cap 191). It offers full ground handling services for commercial airlines, cargo aircrafts, military aircrafts, medivac and VIP private aircrafts, as scheduled to Port Vila.
The Position
The Group Head Vanuatu Terminal Services is responsible for ensuring the allocation of resources within VTS are necessary to manage its operations, safety risks and security threats to aerodrome operations. AVL is seeking a transformational leader within the aviation industry who is passionate about driving cultural change, service excellence and business growth.
This role ensures the operations are conducted in accordance with conditions and restrictions of the certificates issued by the Civil Aviation Authority of Vanuatu (CAAV) and in compliance with applicable international regulations, namely Civil Aviation Rules (CAR) Part 109, International Air Transport Association (IATA) and International Civil Aviation Organization (ICAO) standards.
This Group Head VTS position is the nominated designated senior executive who is approved by CAAV and requires a person with demonstrable experience in strategic leadership, operational expertise, and strict adherence to ICAO, CAR and IATA safety standards.
Essential Selection Criteria
► Bachelor's in Business Administration, Operations Management & Accounting, or a closely related discipline.
► 7 to 10 years of progressive leadership experience at a senior management level in aviation industry, specifically ground handling, Regulated Air Cargo Agent (RACA) and terminal operations.
► Demonstrated working knowledge in International Civil Aviation Organization (ICAO) SARPs (Annex 17 and Annex 18) and working knowledge of Civil Aviation Rule (CAR) Part 109;
► Working knowledge of Safety Management Systems
► Demonstrated competency in operational risk management within a regulated and controlled operation.
► Ability to meet the Civil Aviation Authority of Vanuatu (CAAV) Fit and Proper Person (FPP) and competency requirements.
► Experience managing airline audits or IATA Safety Audit for Ground Operations, certifications and regulatory oversight
► Strong leadership, communication and stakeholder management skills
► Demonstrated ability to develop and implement policies, procedures and operational program.
► Ability to work independently or as a team to meet datelines.
► Ability to work under pressure in a dynamic operational environment.
► Ability to guide teams through organizational transitions, rebranding, or the rollout of new operational systems
Desirable Selection Criteria
► Postgraduate qualification in Aviation Management, Business Administration and Project Management
► Formal management and leadership training
► Experience working in a regulated civil aviation authority environment.
► Membership of a recognized aviation or professional management body
► Experience leading organizational change and continuous improvement initiatives.
► Have a valid Vanuatu driver's license.
