The Organisation

AVL is wholly owned by the Government of Vanuatu, and operates under the Commercial Government Business Enterprise Act 2024. The company is required to produce a profit for its shareholders. The company and the position of CEO operate under the oversight of a Board of Directors.

AVL is the proud owner and operator of Vanuatu’s three gateway airports at Port Vila, Santo and Tanna. We are the lifeblood of our nation’s tourism and trade, dedicated to providing safe, secure, and commercially viable aviation infrastructure. AVL provides Aviation Security, Air Navigation Support services, Air Traffic control services for the Vanuatu region, and general Airport terminal services. AVL wholly owns the subsidiary company Vanuatu Terminal Services (VTS).

The Position

The Board of Directors is seeking a visionary and results-driven CEO to lead AVL through a critical phase of infrastructure expansion and operational recovery. Under the general direction and oversight of the Board, you will be responsible for Strategic Leadership, Commercial Growth, Safety & Compliance, Stakeholder Engagement, and reporting to the Board and meeting statutory reporting requirements.

Near term priorities include overseeing arrangements and completion of extensive renovations of existing terminal facilities by the end of 2026; finalising and introducing a new staff remuneration framework, negotiating and finalising Community Service Commitment agreements with stakeholders, renegotiating agreements with international airlines as required (landing charges, passenger charges, security levy etc), and ensuring a sustained return to profitability for the company."

Essential Selection Criteria

► Bachelor Degree or Higher in Business Administration, Aviation Management, and/or a related field is preferred.

► At least 10 years of senior leadership experience, ideally within airport operations or the airline industry.

► Proven track record in financial restructuring, capital project management, and managing diversified teams in a multicultural environment.

► Fluency in English is essential. Proficiency in French and Bislama is highly desirable.

Remuneration will be commensurate with qualification and experience:

• Base Salary of 10,000,000 Vatu per annum tax free plus other allowances and

benefits including annual bonus.

• In the case of an international appointee, relocation and housing assistance will be negotiated.
