The Position

The Team Leader is an exciting new role that reflects a strategic shift in Save the Children’s operating model in Vanuatu. This role reports into the Country Director and is a member of the Save the Children Vanuatu’s Senior Management Team. The role will oversee a growing portfolio of large, complex programs across multiple sectors (including education and climate change/DRR) implemented by Government of Vanuatu with technical and fiduciary management support from Save the Children.


The role will be responsible for maintaining strong relationships with relevant government stakeholders, developing processes and systems to support Save the Children be an effective grant agent for multilateral funding mechanisms like Global Partnership for Education and the Green Climate Fund and provide support to program management units embedded in line ministries to ensure they are building government capacity and implementing programs in compliance with Save the Children, donor and Government of Vanuatu standards, policies and guidelines.


The role will also work closely with the Country Director and Senior Management Team to provide input into country strategic plans, cultivate strategic relationships with government and non-government stakeholders and provide technical support to program managers to ensure all Save the Children programs are aligned with Government strategies, corporate and business plans and being implemented in line with the National Aid Management and Vanuatu National NGO policies.


Essential Selection Criteria

► Tertiary qualification/s in a relevant and related discipline in social and international development

► 10 years of senior program management or corporate services management experience with Government of Vanuatu, managing contractors and/or regional organisations

► Demonstrated people management and leadership experience

► Substantial knowledge of Government of Vanuatu financial management, procurement and reporting systems

► Sound program cycle management experience and ability to work in a complex organisation structure

► Have knowledge and experience in Program implementation

► Proven experience in Program quality and MEAL including regular operational reviews to assess compliance against standards

► Demonstrated experience training and upskilling people

► Proven sound strategic thinking and planning skills, including ability to think creatively, analyse and be innovative, set priorities, manage work plans and evaluate progress.

► Highly developed verbal and written communication and presentation skills

► Fluency in English and Bislama. French desirable

► Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
