The Organisation

The Australian High Commission in Port Vila manages the Australian Government’s presence in Vanuatu. We promote Australia’s interests, facilitate international trade and investment, deliver development assistance, respond to crises and provide services to Australian citizens. The Position

Under limited direction, the Senior Program Manager will lead a small team to manage Australia’s investments within our development cooperation program in Vanuatu. The role requires high-level strategic thinking, ability to provide policy and program advice to senior managers in the Australian Government and to partners in Vanuatu.

Australia’s key investments in development are in the following sectors - health, education, skills, governance, infrastructure, policing and justice, gender and labour mobility. We work closely and in partnership with the Government of Vanuatu in everything we do.


Essential Selection Criteria

► Tertiary qualifications preferably in development

► Minimum of five years technical expertise and/or experience in public policy, development or related sectors.

► Knowledge of and experience in aid management, development policy and Government of Vanuatu systems and processes.

► Ability to build and maintain strategic relationships with senior and middle level management of the relevant departments of the Government of Vanuatu, as well as Ministers and political staff where appropriate.

► Ability to negotiate with key Government of Vanuatu officials and partners concerning the formulation and the implementation of the program, defining objectives, forward and strategic planning, risk management, identifying innovations and program improvements.


Desirable Selection Criteria

► Specialist skills and experience in health, education, skills development, governance, infrastructure, policing and justice, gender or labour mobility are desirable.

► Liaising with bilateral development cooperation donors and multilateral organisations on program design, delivery and review.

► Monitoring and evaluate program performance to directly inform broader performance reporting as well as program decision-making.

► Provide analysis, support and direction for new activity developments including developing the concept document and participating in design development missions.
