The Organisation

Link Personnel Services is seeking a Consultant to work in support of the National University of Vanuatu (NUV) in reviewing their HR policies and procedures.

NUV is committed to ensuring that its financial practices align with best practices, legal requirements, and the institutional mission of providing quality higher education. In its sixth years of existence, a comprehensive review of the NUV Finance Policy Manual is necessary to ensure that the policy is up to date, transparent, and effective in supporting the financial integrity of the University.

The Position

The Finance Consultant will be responsible to review review and assess the current NUV Finance Policy Manual to ensure it reflects best practices in financial management and adheres to applicable accounting standards (GAAP, IAS/IFRS) and relevant laws regarding financial reporting.

They will identify areas where the NUV Finance Policy manual may need to be updated based on changes in business operations, accounting standards or regulatory requirements.

Essential Selection Criteria

► Post graduate qualifications in finance or CPA/CA certification

► Legal background or access to legal advisors

► In-depth knowledge of the finance & procurement processes and regulations in Vanuatu

► An analytical, practical and creative thinker and be able to make decisions at whatever condition and nature of work

► Team player and demonstrated ability to motivate and promote collaboration among diverse team and team members

► Familiarity with Donor Partners processes

► Demonstrated ability to motivate and promote collaboration among diverse team and team members

► Demonstrated analytical and problem solving and negotiating skills with the ability to manage efficient consultation processes

► People oriented, inclusion oriented and results driven

► Excellent written, oral and interpersonal skills and ability to communicate effectively with international stakeholders
