The Organisation

The Pacific Aviation Safety Office (PASO) is an international organisation providing quality aviation safety and security service for Member States in the Pacific. PASO is the sole Pacific regional organisation responsible for regulatory aviation safety oversight services for the 10 Pacific States - Cook Islands, Kiribati, Nauru, Niue, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu - who are signatories to the Pacific Islands Civil Aviation Safety and Security Treaty (PICASST).


The Position

The Airworthiness Technical Advisor provides advice and oversight support to the Director of Civil Aviation of the participating State and ensures that all matters relating to the administration of the project, including financial reporting and safety reporting are managed in an effective and productive manner.


The Airworthiness Technical Advisor is a key member of the PASO Leadership team and holds accountability for the smooth running of PASO’s Regulatory Services including the AIP in collaboration with the PASO Operations Team. PASO Ops Team includes the Operations Manager, two (x 2) Operations Advisors and two (x 2) Operations Coordinators.


PASO requires the selected candidate to commence in this role in early February 2021. Given border closures, the selected candidate would be expected to work remotely from their home location but would be prepared to relocate to Port Vila, Vanuatu once international borders open.


Essential Selection Criteria

► Holds or has held the equivalent of an ICAO 1 or 2 licence or holds a Bachelor of Engineering specialising in aviation engineering or internationally recognized Certificate of Engineering from a recognised and reputable tertiary institution.

► Has had a minimum of 20 years in the aviation industry with at least 5 of those years in a senior position with management experience and an in-depth understanding of aviation systems and the Safety Culture

► A minimum of 5 to 8 of those years of relevant experience in aviation safety regulation

► An in-depth understanding of the Pacific Regional (NZ) civil aviation legislative and regulatory framework and other statutory requirements

► An understanding of the ICAO Annexes and SARPs and regulatory framework and other statutory requirements

► An in-depth understanding of the maintenance procedures and administrative requirements for airworthiness of aircraft covering quality assurance and safety management, technical services, planning, production (heavy maintenance, line maintenance, engine, and component overhaul) and inventory control
