The Organisation

Pacific Aviation Safety Office (PASO) is committed to provide continuous improvement in the quality of aviation safety and security oversight services to comply with international standards, required under the ICAO Conventions. Our headquarters are based in Port Vila, Vanuatu and PASO Member States include Cook Islands, Kiribati, Nauru, Niue, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu. We also have a strong relationship with Australia, Fiji, and New Zealand who serve on the PASO Council as well.


The Position

The Work Plan Implementation Manager will engage with respective State officials and PASO Inspectors to carry out activities as described in the work plan for each Member States. The Work Plan Implementation Manager will be required to implement technical systems and processes, collect data and manage aviation safety and security oversight projects for the Member States as requested.


The role will provide guidance to each State about what ICAO information is appropriate for them and suits their needs and, contribute to establish the PASO systems to support PASO member States in managing ICAO information that is applicable to them.


The Work Plan Implementation Manager will also provide advice as required to enhance PASO relationship with member States as and when required by other areas of PASO services.


Essential Selection Criteria

► Have a relevant tertiary qualification in aviation corporate governance, organizational change, business management or other relevant discipline from a recognized institution or equivalent relevant operational qualification.

► At least 10 years of relevant experience in aviation regulatory management and coordination roles, or provision of aviation regulatory technical advice.

► Demonstrated understanding or experience in regional oversight and audit systems in the aviation sector.

► Strong communication skills including demonstrated experience in working successfully with stakeholders of varying technical knowledge, or cultural background. Strong networking and collaboration skills will be essential for this role.

► Familiar with and used the ICAO secure portal and has appreciation of ICAO USOAP, USAP and relationship with the RSOO GASOS framework.


Desirable Selection Criteria

► Knowledge relating to the role of PASO in the Pacific Region

► Knowledge and appreciation of cultural dynamics of the Pacific region

► Familiarity with the aviation sector in the Pacific Region
