The Organisation

The Ministry of Education and Training (MoET), is responsible for delivering the education aspects of the Millennium Development Goals and international agreements such as Education for All and respect for the rights of children.


The Education sector is particularly vulnerable to natural disasters given that schools are located across the entire country, in almost every village and town, and every natural disaster has the potential to impact those schools. The infrastructure vulnerability is magnified by three main legacy issues: 1. Many schools have been constructed using community resources, and as such may not be specifically built to the required standards, 2. A lack of maintenance of school infrastructure results in deterioration and weakening of the building structures, and 3. MoET has a shortage of skilled personnel to implement infrastructure and asset management, to strengthen systems to manage the other legacy issues.


In order to address Item 3, an infrastructure Project Management Unit (PMU) is to be established within the MoET Asset Management Unit to assist with the planning, procurement and execution of recovery and capital works projects.

The Position

This position will work in the Education Recovery Program (ERP) Project Management Unit (PMU) embedded within the Ministry of Education Directorate of Finance and Administration. The Procurement and Logistics Officer will focus on MoET recovery and capital works projects and be based in Port Vila.

Essential Selection Criteria

► Bachelor of Financial Management Business and/or Accounting or related field

► A minimum of 3 years as a Procurement Officer

► Demonstrated the experience in the procurement of goods, works and services (tendering and quotation system).

► Experience with Government of Vanuatu (MoET and DSPPAC) systems processes

► Demonstrated experience in the provision of financial processing / management and administration support to a team or organisation

► Demonstrated ability to work under pressure, to manage multiple deadlines, to pay attention to detail ensuring accuracy in outputs, and to follow guidance provided by senior supervisors and managers

► Proficiency in MS Excel and Word

► Fluent in written and verbal English and/or French and Bislama
