The Organisation

Established in 1944, the WBG is one of the world’s largest sources of funding and knowledge for development solutions. The World Bank has substantially scaled-up its program and field presence in the Pacific, including Vanuatu over the past few years. The World Bank’s current active portfolio in Vanuatu consists of 5 projects with a value of approximately US$146.45 million in the sectors of energy efficiency; transport infrastructure; disaster risk management; disaster recovery and climate resilience.


The Position

The Financial Management (FM) consultant will be based in the World Bank’s Port Vila, Vanuatu office and will work on FM aspects of the World Bank’s operations in Vanuatu. The FM consultant will work under the supervision of World Bank FM Specialists.


This will include, but not be limited to:

(i) supporting the FM team in completing routine supervision work on selected projects,

(ii) completing reviews of interim financial reports (IFR) for projects under the supervision of the assigned FMS,

(iii) providing hands-on support to clients’ FM and operations teams in order to achieve systematic recording and reporting of bookkeeping and accounts ensuring compliance with the Bank’s audit and other fiduciary requirements; and

(iv) carrying out other financial management related tasks as required by the World Bank’s FM team.


This is a Short-Term Contract appointment through June 30, 2022 and may be renewed based on performance and continued business needs.


Essential Selection Criteria

► Minimum of three (3) years of relevant experience in accounting, business, finance, or auditing.

► Previous experience working in the public sector or working on World Bank projects is preferred.

► Oral and written fluency in English is required.

► The candidate should demonstrate strong coordination skills. Previous experience in a coordination role is preferred.

► A degree/diploma in accounting, finance, bookkeeping or auditing or an Accounting Technician certificate is an advantage.

► Current membership of a professional accounting body is an advantage.

► Strong verbal and written communications in English.

► Strong coordination skills and ability to serve as a focal point for FM queries by project teams and project finance officers within the country.

► Strong interpersonal skills and ability to work independently

► Analytical skills to verify accuracy and completeness in project financial reports.

►Practical understanding of accounting, business, finance, and/or auditing, particularly relating to the public sector.

► Ability to work with implementing agencies in a hands-on manner to follow up any issues noted during supervision of project implementation.

► Takes initiative and is adaptable.

► Knowledge of the Bislama language is an advantage.
