The Organisation

The Australian Health Program (AHP) COVID-19 Phase 2 program is responding to the compounding effects of both COVID-19 and Tropical Cyclone Harold on the food and economic insecurity faced by households across the country and the risk that economic and other stress may result in increased violence towards women and children. Implementing partners will support local communities, partners and Government authorities to lead localised and community-based actions to increase community resilience and protection to the direct and indirect impacts of COVID-19, as well as build community understanding and preparedness in the case of a COVID-19 outbreak or other disaster. The role of women and children and people with a disability will be a specific focus and an enabling environment will be created to ensure their needs, experiences and voices are reflected in disaster response mechanis


The Position

Save the Children is seeking a consultant, or a team of consultants, to conduct an End of Program Evaluation for the Australian Humanitarian Partnership (AHP) Consortium in Vanuatu. The program is an emergency response aimed at mitigating the impact of COVID-19 and Tropical Cyclone Harold across 5 Provinces in Vanuatu, through WASH, Food Security, Protection and Health activities.


The consultant, or team of consultants, will be engaged with the consortium and the evaluation for an estimated period of 45 days between October 2021 and March 2022.


Tenders open to Individual Consultants or Research Organization / Consultant Agency (locally based or remote).


Essential Selection Criteria

► Bachelor’s degree or higher

► At least five (5) years’ work experience demonstrating strong knowledge or understanding of research, project management and M&E

► Demonstrated experience in developing a plan to conduct research, including methodology, tools, and timelines

► Strong gender analytical research skills

► Sound understanding of Humanitarian action, with a particular focus on Disaster Risk Reduction

► Excellent research and report writing skills in English

► Fluency in English

► Demonstrated ability to deliver project outputs on time

► Demonstrated ability to effectively coordinate teams of local enumerators in data collection

► Experience of working in the Pacific


Desirable Selection Criteria

► Fluency in Vanuatu’s national language (Bislama)

► Experience in Research and M&E for Emergency Response Programs

► Experience of coordination and conducting an evaluation remotely

► Familiarity of the AHP and / or working with consortiums a considerable advantage

► Educational background in research and monitoring and evaluation, will be an advantage

► Familiarity with Vanuatu government structures and systems

How to Apply

Required documents for the submission of application are as follows.


The consultant will submit a proposal comprising of the following:

  • Technical proposal of up to 3 pages. The technical proposal should indicate how the consultant is going to undertake or modify any activities highlighted in this Terms of Reference and provide an outline of the proposed methodology to complete the evaluation

  • Capability statement (2 pages), including a brief outline of at least three previous engagements of a similar nature

  • CVs (no more than 4 pages per CV)

  • Financial budget with explanation of line items

  • Referee contact details (2 people)
