The Organisation

The Global Partnership for Education (GPE) granted funding to Vanuatu for emergency funds for both TC Harold affected areas and for nationwide for the impacts of the COVID-19 pandemic, implemented by the Ministory of Education and Training (MoET).


These projects encompass the National Education in Emergencies Policy Goal to increase access to education for all people at all levels in Vanuatu through disaster risk management interventions and through being better prepared for and to response and recovery after an emergency.


The project outcome is that affected Primary Schools in communities affected by TC Harold have access to safe and clean water.


The Position

The Distribution/ Construction Coordinator will work closely with MoET’s Facilities Unit to support the implementation of the GPE Water Tank distribution and Installation Program. The Coordinator will lead related logistics, finance, procurement, data management and facilities oversight.


The post will sit within MoET’s Facilities Unit under the Finance & Admin Directorate. GPE is cross-sectoral, thus the Coordinator will also require working closely with Finance and Administration, Policy and Planning, Communications, Procurement, plus national and provincial officers from Department of Water Resources (DoWR) and Ministry of Health (MoH).


The post will be based in Luganville Santo, at SANMA Provincial Education Office, MoET, with regular travel to TC Harold affected areas.


An initial 3-month contract based on the funding timeframe, with continuation possible based on funding extension.


Essential Selection Criteria

► Bachelor, Diploma or Certificate in Construction, project management, finance, education and/or equivalent professional experience.

► A minimum of 3 years in similar role(s), preferably logistics and construction supervision in Schools-related.

► Project management experience, with particular regard to procurement, logistics and finance.

► Demonstrated ability to support coordination and management of the successful delivery of projects.

► Demonstrated ability to work under pressure, manage multiple deadlines, pay attention to detail ensuring accuracy in outputs, and follow guidance provided by supervisors and managers.

► Familiarity with Vanuatu government administrative systems (finance, procurement, management, etc.) regarded.

► Proactive, energetic and passionate about promoting GPE programs in schools in Vanuatu.

► Proficiency in MS Excel and Word.

► Fluent in written and spoken Bislama and English – French also regarded.
