The Organisation

The Roads for Development Phase 2 (R4D2) is a road development program funded by the Australian Department of Foreign Affairs and Trade (DFAT) to support the Public Works Department (PWD) in Vanuatu under the Ministry of Infrastructure and Public Utilities (MIPU). The program works nationally, based in Port Vila and supporting the six Divisional offices of PWD across Vanuatu. The program is managed by Adam Smith International (ASI), and reporting is to the Australian High Commission (AHC) in Port Vila.


The Position

The Officer position will cover three areas of focus:

- Communications (70%)

- Gender equity, disability and social inclusion (GEDSI) (20%)

- Monitoring and evaluation (M&E) (10%)

Working closely under the direction of the Communications Adviser, the Communications Officer will provide support to the R4D2 Team and PWD in the implementation of the Communications Plan, R4D2 GEDSI Plan and M&E Framework. The Communications Officer will work with the R4D2 Team to respond to emerging GEDSI-related opportunities, to collect and analyse program performance data gathered through different monitoring processes, and to promote the program’s message and to present its achievements.


Essential Selection Criteria

► Degree qualifications or equivalent demonstrated experience and understanding of communications/public relations/marketing, research gender and/or social development in Vanuatu

► At least two years' demonstrated experience in communications activities

► Vanuatu citizen


Desirable Selection Criteria

► Demonstrated understanding of the social, cultural, political and institutional factors affecting development in Vanuatu

► Motivated and able to work independently, while adhering to the requirements of the Terms of Reference

► Proficiency in MS Office (Word, Excel and PowerPoint), web-applications and social networking tools

► Excellent interpersonal, communication and cross-cultural skills
