The Organisation

R4D2 Roads for Development Phase 2 (R4D2) program is an A$12 million, three-year road development program funded by the Australian Government in Vanuatu. Its long-term objective is that “People in Vanuatu benefit from a well-maintained, affordable and integrated road network.” Contributing to this long-term goal is the End of Program Outcome: “The Ministry of Infrastructure and Public Utilities / Public Works Department (MIPU/PWD) positively influence road funding outcomes and uses enhanced institutional capacity to manage the road network of Vanuatu more efficiently and effectively.”

The Position

The Monitoring and Evaluation Officer will support the R4D2 Team Leader in implementing R4D2’s M&E framework, more particularly in the collection and analysis of program performance data gathered through different monitoring processes. Specific responsibilities: data management, qualitative data collection and report writing and communication.

Essential Selection Criteria

► Relevant degree qualifications or equivalent demonstrated experience and understanding of contemporary M&E strategies and systems, research and/or social development.

► At least 2 years’ relevant M&E experience in development projects.

► Understanding of the social, cultural, political and institutional factors affecting development in Vanuatu.

► Ability to work independently, while adhering to the requirements of the Terms of Reference.

► Excellent interpersonal, communication and cross-cultural skills.

Desirable Selection Criteria

► Commitment to inclusive development and gender equality within an M&E context.

► Sufficient oral and written communication skills in English. Fluency in Bislama required.
