The Organisation

The Authority was established under the Utilities Regulatory Authority Act No. 11 of 2007. The Authority acts independently of the Government and its primary purpose is to increase access to safe, reliable and affordable electricity and water services, and to promote the long-term interests of consumers throughout Vanuatu. In addition, the Authority assists to resolve consumer complaints and disputes and advises the Government on matters related to electricity and water. It also reviews tariffs under the rules of the Concessions Agreements and relevant legislation.

The Position

The Utilities Regulatory Authority (“the Authority”) is immediately seeking a Consultant of international experience to provide the services of “Petroleum Regulation Advisor” The Advisor is required to work 30 days in Port Vila/Vanuatu and 60 days from their domicile.

Essential Selection Criteria

► an advanced degree in Petroleum Management, law or related field;

► at least 8 years of working experience in the field of energy, specifically petroleum;

► experience in undertaking reviews of policy and legislation in the field of petroleum, particularly in Pacific island countries.

► excellent oral and written communication skills;

► fluency in written and spoken English is mandatory.

Desirable Selection Criteria

► Knowledge of French an advantage.
